I have another idea: we move the conditional into C sources, and then
include all files unconditionally in Makefile.inc, and in C files then
at top of source:
#include <libssh2_config.h>
#if LIBCRYPT
...
#endif

what's about that idea?

BTW. I had tested my change there also with autotools, and for me this
worked fine with ifdef - and AFAICT GNU make cant cope with if ...
